Proof

This is what an organizational diagnosis actually produces.

Public-sector decisions run on evidence. Below is the anatomy of a real diagnosis and a set of representative engagements showing how the method moves from symptom to named condition to decision.

Sample diagnosis

One condition, six vital signs, three moves.

Every engagement produces the same structured artifact. It names a single root condition, scores the six STELAR dimensions with evidence, and prioritizes the three moves that shift them. This is the one-page board summary that sits atop the full findings document.

Organizational Diagnosis: Summary
Illustrative • STELAR readout
Root condition: Strategy is set centrally but never translated into execution ownership at the building level.
Strategy
Talent
Execution
Leadership
Accountability
Resilience
Priority move: Install execution ownership between cabinet strategy and building operations before the next budget cycle.

Representative engagements

How the method moves from symptom to decision.

In one district, the highest per-pupil spending in the system produced single-digit proficiency for a decade. Every prior audit measured outcomes. ISEE measured the organization underneath them.

Mid-size district

Rising turnover read as a pay problem

Symptom: Three years of climbing teacher attrition, blamed on compensation.
Diagnosis: The condition was Accountability: unclear decision rights, not pay. Teachers left roles where responsibility exceeded authority.
Decision: Redraw decision rights before the next contract cycle, at a fraction of a district-wide raise.

Regional university

Enrollment decline framed as marketing

Symptom: Falling enrollment met with more marketing spend.
Diagnosis: The condition was Execution: strategy never reached the departments that touch students.
Decision: Re-sequence the enrollment operation around execution ownership rather than a new campaign.

Board governance

A board in constant conflict

Symptom: Escalating board conflict threatening the superintendent's tenure.
Diagnosis: The condition was Leadership alignment: no shared definition of the board's role versus the executive's.
Decision: Establish a governance charter and a quarterly alignment review.

Where the limit is: STELAR diagnoses organizational conditions. It does not resolve board conflict that has already hardened into political factions with a predetermined outcome. That requires governance and legal intervention beyond an organizational diagnosis.

The engagements above are illustrative composites that show how ISEE works and what it produces. They are not client testimonials. Named references from live engagements are available under NDA during scoping.
